Unable to attach files in IE9 Win7

I have been able to upload/drag and drop file in Chrome browser - but not in IE9 Win7. It says 'double-click to add files here' but after I select the file, nothing hsppens using either method. No error message is returned.

Are there compatabilty issues with IE9?
